At the request of Pres. Ricardo E. Rotoras, D. Eng’g., PASUC had been set to participate in the budget preparation of the Commission on Higher Education (CHEd) upon the approval of the commission’s Chairperson, Hon. Patricia B. Licuanan. PASUC preferred to take part of the budget process adopted by CHEd to be able to impart the current situation and needs of the State Universities and Colleges (SUC) during the period of deliberation.
The plenary sessions during Day 1 ended with Dr. Serafin L. Ngohayon, President of AACCUP disclosing fruits of partnership between PASUC and AACCUP. Among those he mentioned were the increase of student enrollment in SUCs and their improved quality of education as manifested in better passing rate in PRC Exams , and increased COEs and CODs.
CHED Chair Licuanan delivered the first plenary talk, “Redefining SUCs Role Towards National and Global Change.” In her speech, Chair Licuanan stressed the role of higher education in national development. She said that government funds poured into the SUCs should be considered as investment for national development.
The outgoing PASUC president, Dr. Lauro B. Tacbas made his Declaration of Assembly Opening as his valedictory speech as well when he recounted all the achievements PASUC has done during his term. To him, his time was marked with so many controversies, and challenges with four CHED chairmen of different styles taking posts. With his humble leadership, and the unity among PASUC members, he hoped others would cherish the legacies he is leaving to the next set of officers. He thanked all those who have helped him accomplish many.
